Implement an EOM scan for the LpGBT systems

This merge request implements an LpGBT eye-opening monitor scan as required for the ME0 QC7.

How Has This Been Tested?

Tested on the ME0 904 integration setup.

Typical plots that one can produce with the EOM scan output are shown below. Those are however not made as part of this merge request -- a corresponding development should be done in the cmsgemos-analysis repository.
