Add a pre-commit hook to help enforcing code formatting

Description

This MR adds a Git pre-commit hook to the repository as well as the instructions to install it. This hook should help to automatically ensure the files and code formatting as the developments go.

Fix for #22 (closed).

How Has This Been Tested?

The changed files are properly formatted before committing.

Types of changes

  • Bug fix (non-breaking change which fixes an issue)
  • New feature (non-breaking change which adds functionality)
  • Breaking change (fix or feature that would cause existing functionality to change)
