Move Bootstrap to gem::base

Description

The title says it all. It moves the Bootstrap files to the gam::base package, so they can be included in all xDAQ applications from a common source. Having the files automatically included in the GEMWebApplication will require more refactoring. Note that the minified versions have been removed since debugging is prioritized over performances.

How Has This Been Tested?

The calibration and monitoring suites still render correctly.
