Rename gem::hardware::managers as gem::managers

Description

As described in #144 (closed), the gem::hardware::managers does not make much sense anymore. Let's rename it as gem::managers for simplification purposes and to free the gem::hardware namespace.

How Has This Been Tested?

The code still compiles; taking a run is still possible.
