Global parameter inheritance of modules

Modules do not inherit global parameters from the configuration file (i.e. the top section of the configuration file).

The problem was noticed in AlignmentMillepede as it would always stop after 20,000 events, even if number_of_tracks=100,000 at the top of the config file.
