Cta-verify-file should get request user, group and instance from a configuration file
Initially, cta-verify-file received the request instance, group and disk instance from /etc/cta/cta-cli.conf
.

Now that verification has been running in preproduction for over tree weeks, I can confidently say that this options never change and that it is a pain to pass them around between script, so we should revert this to how it was before. We can maybe create a new config file /etc/cta/cta-cli-verification.conf
to distinguish the options.
I believe the idea to pass the options as command line flags was proposed by @jleduc. Do you have any objections to reverting this?
