cta-taped should set the state to DOWN when machine rebooting
When a tape server is rebooting, cta-taped cleanup logic should kick in, check for running request and dismount the tape.
At the end, it should put the state of the tape server to DOWN such that cta-admin dr ls reflects that.
This is currently not done - notice the age as it increases, but the drive us still UP:
