Catalogue v11 changes

Summary

This merge requests contains the changes of the next release v4.7.8-1, corresponding to catalogue version 11.

The tagging (v4.7.8-1) will be done on top of branch https://gitlab.cern.ch/cta/CTA/-/commits/catalogue_v11, which is rebased on top of tag v4.7.7-1. This will allow it to contain only the catalogue v11 changes.

The purpose of this merge request is validate the changes against master before we test, tag and release.
