Add file verification workflow to CTA CI

• Put drives down
• Configure the hardcoded mount policy for verification
• Submit some verification jobs (cta-verify-file)
• Check that the jobs have the correct mount policy
• Put drives up
• Check that verification jobs are attended to by the drives.
