Fix no tape block movement regression

Summary

Initializes missing DataTransferConfig values (wdNoBlockMoveMaxSecs and xrootTimeout), passes the values from m_tapedConfig in DriveHandler. Renames m_tpConfigLine to m_driveConfig in DriveHandler for readability.

Requires manual tests in pre-production
