[scheduler] Don't fail failed retrieve jobs that got reported to the user
requested to merge 1206-ostore-improve-reported-error-message-in-jobs-failed-during-queue-cleanup into main
Description
- Improve the failure logs of the OStoreDB jobs when we are unable to requeue the retrieve request when changing the tape state to
REPACKING. - Delete the failed retrieve jobs that got successfully reported to the user
- Some sonar cloud fixes
