[CI] Fix missing bat in clang-format job and use CERN pull-through cache for Kaniko

Description

This MR updates the CTA CI pipeline image tags to the latest version: 2025-07-03-12359397.el9. This fixes the missing bat package in the lint image. It also ensure we make use of the CERN pull-through cache for Kaniko which we weren't doing yet for some reason...
