Minor tiding of build

This merge request contains a handful of patches that were needed for either:

• making the conda-forge build of python-gfal2
• fixing the deprecation warning for PyEval_InitThreads that will be an error in Python 3.11: https://docs.python.org/3/c-api/init.html#c.PyEval_InitThreads
