[Tape REST API] DMC-1301: Gfal2 Support for HTTP Tape Operations

This MR brings the changes to add support in gfal2 for the Tape REST API

It implements the the following tape operations over the HTTP protocol.

  • bring_online
  • bring_online_poll
  • release_file
  • abort_files
  • archive_poll
