Hotfix: Revert feeds to Alpha11, note: old rule auto-upgraded to beta!
The old rule, "drupal/feeds": "~3.0@alpha", upgraded feeds to beta1, this new rule will enforce the specific alpha11 as the version.
Note: Patch has to be pushed to all v* branches, most importantly v9.3-1
