Apply patches and bump versions

The following changes are included:

• Bumps twig_tweak to ~3.1.3 to resolve issues with RSS feeds
• Bumps drupal/field_group to ~3.2.0 to fix the components tab breaking in landing pages
• Applies the patch fixing https://www.drupal.org/project/drupal/issues/2973422 for external URLs in page path
• Applies the patch fixing https://www.drupal.org/project/drupal/issues/3161212 for author error on null
