bbtt bypass mode
Add configurable bypass mode for HHbbttSelectorAlg. In that case, all the internal variables are computed, including the event flags, but no selection is applied. The bbtt CI test is updated to use this config and avoids the issue of having no event passing while running on low stat inputs.
