Draft: Anti id region definition

Philipp Rincke requested to merge princke/easyjet:anti-ID-region-definition into main

Contrary to the title this defines not a region, but also allows the selection of anti-tau candidates in HHbbttSelectorAlg with a flag do_anti_ID_regions.
