Use a phase deterministic clock in the OptoHybrid
When the GE1/1 trigger link initialization issue was discovered, many options were attempted. The adopted one, even if not 100% reliable, consisted in using the 320 MHz e-link clock from the GBTx to drive the logic instead of a phase-shiftable 40 MHz clock. Consequently, the phase of the 40 MHz clock driving the logic is nondeterministic.
The phase determinism of the main logic clock (including the S-bit sampling) must be ensured in one way or another. Reverting to the using of the phase-shiftable 40 MHz seems to be a suitable option for both GE1/1 and GE2/1.
