DAQ TTS aggregation updates, X2O project updates

updated Makefile to include create_ in impl_ target, also added a new target called impl_only_, which only runs implementation without project recreation

update TTS aggregation to be stateless, and fix TTS error detection (previously BUSY could also latch in ERROR state)
