CSC ODMB5/7 links with channel bonding, and ease timing in MGT PRBS err counter

CSC ODMB5/7 links with channel bonding (also bidir link for loopback testing added). Added a configurable number of input stages to the counter (default 0), and set that to 4 in MGT PRBS error counter which was causing timing errors in me0_cvp13 build
