TrkEventAthenaPool: Fix unit tests in 21.2/AthDerivation.

Allow test reference files to be found outside of the repository.

The tests in this package require TrackParticleAtheanPool, which is not
built in AthDerivation.  So disable the tests if this library is not 
available.
