No longer using r-tag to determine year, instead using only RandomRunNumber. Default correction is also now 2017 value. Also fixed bug in EventInfo-check which caused a warning in SusyTools. Systematic variation functions are present, but do not do anything, will need to clean these out at a later date. Lastly, fixed all instances of Rel21 -> REL21.
