Integration of the daqlingctl python package (NA61) into DAQling

This merge request uses the daqlingctl package, written by Ivan Pidhurskyi for the NA61 experiment, in a tree-like structure.

The daqlingctl package implements/improve the following features :

  • YAML support (with references) for run configurations
  • Better error/success command results
  • Better xml-rpc command handling

The daqtree and ControlGUI version using daqlingctl as interface are respectively called daqtreectl.py and ControlGUIServerCtl.py.
