Draft: feat: use new Condor-CE client, increase token timeout, disable xrootd write tests

New client is necessary for Condor Ping tests; timeout increase is needed to allow jobs to spend some time in the queue; xrootd write tests still do not work for some RO endpoints, so we should enable them after we are able to distinguish RO and RW endpoints.
