[UPDATE] travel cost TA info for PS & SPS test beam users

PS and SPS Users Management requested to merge psspsusers/cern-ta:fix/psspsusersperdiem into master

Updated the language in the travelcosts guideline document to reflect the restrictions for the PS & SPS test beam users. As discussed between E. Barbara Holzer and Illas Efthymiopoulos.
