Wavereco bugfix

Added protection for zero-length waveform RDO containers. This fixes problems writing RDOs out, but also adds protection to the waveform reconstruction code to avoid reco crashes.

Tested on vertical cosmic data and full FASER cosmic data.

Pipeline was still running when I submitted this, but you should be able to merge when it is completed.
