Made NoisyStripFinder package
Made NoisyStripFinder package which reads in RAW data and creates a root file filled with histograms that store the hit occupancy for each strip in a given sensor. The histograms can then be processed in order to make an XML file filled with the sensor hash and strip number for all noisy strips.
