Waveform reco update

Update the waveform reconstruction

Remove bias to baseline determination by restricting fit to data before pulse is expected. Also, add code to ensure a hit object is produced with waveform data from all channels of a given detector during the time range when the largest pulse height is seen in any detector channel. Also added an option to the faser_reco.py script to turn on VERBOSE output in the algorithms.
