Foresee and ALMA9 generator updates

Update foresee generation scripts to latest version and add json files of recently produced grids.
Update python generation and validation scripts for changes to ALMA9 Athena version such as HEPMC2->3 and pythonisation changes.
Add HEPMC2->3 conversion script
