Removing doubly defined TBP/TAP/TAV metrics.

Claire Antel requested to merge another-monitoring-update into master

TriggerMonitorModule metrics with name TBP, TAP and TAV were accidently doubly defined in the last MR.

I removed the rate type metrics as these are already monitored in the rate monitor. These metric counts only serve to provide cross-checks for the ones in the rate monitor processing TLB Monitoring fragments.
