Update install-xfitter to install without /cvmfs

Oleksandr Zenaiev requested to merge InstallWithoutCvmfs into master

/cvmfs was needed to download NNPDF set for APFELgrid. Now if there is no /cvmfs it will be downloaded from hepforge
