Compile fastNLO reactions library with cmake

Stefano Camarda requested to merge fastNLO-cmake into master

The CMakeLists.txt file for the fastNLO reaction was missing after we switched to cmake. I have added the file, and also included the reactions/fastNLO directory in the main CMakeLists.txt file.
