HOPPET evolution and DIS structure functions

Added HOPPET evolution and DIS NC and CC structure functions.

Added example examples/HOPPET (tests both HOPPET evolution and structure functions calculation)

Also added tools/benchmark.py script to benchmark various evolutions and/or reactions.

TODO (on the HOPPET side):

  • provide a possibility to take external alphaS running (similar to hoppetAssign which takes external PDFs)
  • provide a possibility to calculate charm and beauty DIS structure functions (currently only inclusive ones can be calculated)
  • GM-VFNS structure functions?
