Improve LHAPDF interface

In this branch, relative to master I added 2 new files src/CheckForPDF.cxx and src/CheckForPDF.h and call them in src/read_steer.f plus modify Makefile.am to compile and link this properly. Addresses https://its.cern.ch/jira/browse/XFITTER-42
