Smallx resummation

Francesco Giuli requested to merge SmallxResummation into master

Hi again, now steering.txt, ewparam.txt and minuit.in.txt are the ones from master. I included my local steering.txt, ewparam.txt and minuit.in.txt in input_steerings/ ad *.txt_SmallxResummation. I also changed back the dimension of NSYSMAX_C from 2500 to 750.
