    Preparation for the first release:
    Mihai Patrascoiu authored 
    - Move all docker files and related scripts to ".gitlab-ci/docker" directory
- Merge "pipcompile.sh" and "pipsyncdev.sh" scripts into "pipcompile.sh" and update docker scripts to match this change
- Move "pre-commit" hook and other CI helper scripts to ".gitlab-ci" directory
- Update the CI with the new script locations
- Get rid of hardcoded paths in utility scripts
- Provide a template HTTPd config file for development together with an installation script
- Update the "fts3testconfig" file
- Update the project NOTICE file
- Prepare README file
