Specify file encoding when reading

Alex Pearce requested to merge apearce/Gaudi:apearce-python-3 into master

Not specifying an encoding can cause problems in downstream Python 3 builds.

Could someone please add lhcb-gaudi-head-py3 to this? For testing in conjunction with lhcb/LHCb!2214 (merged).
