restored DeclareFactoryEntry macros for ATLAS

Charles Leggett requested to merge leggett/Gaudi:dev/declareFactory into master

restored the (dummy) DeclareFactoryEntry macros for ATLAS compatibility. these are protected with a #ifdef ATLAS macro

also fixed GaudiHive/CPUCruncher to remove this usage
