Add the possibility to have variable bin size in Monitoring histograms

Arthur Marius Hennequin requested to merge lhcb/Gaudi:ahennequ_loghisto into master

This forwards to Root Histograms the xbins parameter which allows to set a variable bin size. A common application is to have log scale axis in histograms.
