Update versions of LCG

• use 105c el9-gcc13 as reference platform
• add a few compatibility platforms
  • 104 el9-gcc13
  • 105c el9-clang16
  • 106 el9-gcc13
• update cmake_minimum_required to 3.19 (the minimum used in gitlab-ci jobs)
• fix a test that was failing with ROOT 6.32
• disable heapchecker test with LCG 106 (it segfaults in libtcmalloc.so)
