GaudiToolbox: add Ninja JOB POOL

Add a GAUDI_HIGH_MEM_JOB_POOL for memory-intensive build targets. Each slot ensures 2GB of physical memory. Using this we should no longer need the "pre-build" of GaudiKernel.

CMake code inspired by DD4hep.

Closes #153.
