Reintroduced interfaces dropped in 'Context fixes' merge request from IAlgExecStateSvc

This merge request (!248 (merged)) was dropping all the interfaces not using contexts as they are not thread safe. This commit reintroduces them, marked as deprecated and fixed from thread safety point of view. They should nevertheless not be used
