Fix various printouts

AvalancheSchedulerSvc: the "missing data" messages are inaccurate, as the AvalancheScheduler doesn't actually look to see what's in the store. removed it.

EventIDBase: don't print the run# when it's not set, reformat the timestamp.

AlgExecState: don't print Alg filterPassed and StatusCode if the Alg hasn't finished running.
