This change was much discussed already in the ATLAS CMake meetings. They enable us to build Gaudi in our latest environment setup. Where we build Gaudi on top of the AtlasExternals project.

The modifications should not affect non-ATLAS builds at all.

Fixes GAUDI-1129.
