added start and stop to hivedatabroker

Niklas Stefan Nolte requested to merge nnolte/Gaudi:addStartStopToDataBroker into master

added start and stop to HiveDataBroker to also start and stop the Algorithms. This is also done in AlgResourcePool, but HLTControlFlowMgr doesn't use this one anymore since Algorithm gathering is now done with the HiveDataBroker
