Improve the scheduler's execution flow simulator and fix the intra-event occupancy logger

  • make a random boolean set more configurable;
  • remove LHCb-specific settings from the precedence package;
  • add GaudiHive/options/OffloadAtlasMCRecoScenario.py;
  • fix intra-event occupancy dump segfaulting over a scheduler's action with no reference to an algorithm.
