Generalize Gaudi::Functional to support LHCb-style conditions handles

  • adopt to the slightly different get interface of LHCb-style condition handle, which requires a few additional arguments, by introducing an ADL-customizable, SFINAE friendly freestanding get method
  • adopt to the slightly different key and objKey interface, by introducing an ADL-customizable, SFINAE friendly freestanding getKey method.
