Debug output for a stall expecting conditions data

Benjamin Michael Wynne requested to merge bwynne/Gaudi_gaudi:ConditionsStallDebug into master

Conditions data objects may exist, but not be valid for the current event ID.

I have updated the scheduler stall debug output to reflect this, including an output of all registered IoVs for the data in question.

This required adding a new method to the ICondSvc interface.
