Add developer notes

They should tell people how to make the GUI run on a fresh virtual environment so that they can start experimenting with a local environment.

Further items we need:

• instructions on the plugin API (cernml.coi)
• Changelog
• mailing list to notify people of new releases?

A changelog has been added in commit 97ba89d2.
